From a reviewer’s standpoint, NYS eFINDS is a patient-tracking platform deployed across a broad spectrum of New York State care settings, each operating under a designated state agency:

• Department of Health—facilities include hospitals, nursing homes, and adult care facilities
• Office for People with Developmental Disabilities—state developmental centers and numerous certified residential homes
• Office of Alcoholism and Substance Abuse Services—residential treatment programs
• Office of Mental Health—state psychiatric facilities and licensed residential programs
• Office of Temporary and Disability Assistance—supportive housing
• Office of Children and Family Services—juvenile justice facilities

The system is described as capable of evacuating, receiving, repatriating, and sheltering-in-place individuals within healthcare facilities across New York state, subject to appropriate authorization.

Tracking relies on wristbands with barcodes. A mobile application complements the core system by using the device’s built-in camera to scan the barcodes, thereby removing the need for additional scanning hardware.
